His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, has issued Law No. (5) of 2025 on Public Health in Dubai. The new legislation sets the groundwork for a unified and sustainable approach to health and well-being across the emirate.
Focus on Prevention and Sustainability
The law introduces a wide-ranging strategy aimed at safeguarding public health, with a strong emphasis on disease prevention, safe healthcare delivery, food and product safety, and environmental well-being. It is designed to improve quality of life while reducing health risks through evidence-based and precautionary measures.
The framework is aligned with both local and international health regulations, promoting collaboration across sectors to boost Dubai’s ability to respond to health challenges effectively.
Raising Awareness and Enhancing Global Standing
A core objective of the law is to boost public awareness around health risks and preventive practices. It encourages a shared responsibility for community well-being and supports the creation of a sustainable, investment-friendly environment.
Additionally, the law contributes to the UAE’s vision of enhancing its global ranking in public health competitiveness.
Clear Roles for Health Authorities
The law clearly defines the roles of key Dubai entities in public health management, particularly in the context of communicable diseases. These include:
- Dubai Health Authority
- Dubai Municipality
- Dubai Environment and Climate Change Authority
- Dubai Academic Health Corporation
- Dubai Corporation for Ambulance Services
Each organisation will operate according to its mandate to ensure smooth enforcement and implementation of the law.
Guidelines for Healthcare Providers and Individuals
Healthcare providers in both public and private sectors are tasked with complying with the law, under the oversight of the Dubai Health Authority.
Individuals infected or suspected of having communicable diseases must avoid contact with others and restrict movement unless approved by the Dubai Health Authority. The law strictly prohibits concealing or spreading infections and requires individuals to follow all preventive guidelines issued by authorities and healthcare professionals.
Requirements for Travellers
Travellers entering Dubai must follow approved health protocols, provide accurate health information, and comply with hygiene practices, including mask-wearing and physical distancing when required.
Food, Product, and Environmental Safety Measures
The law includes detailed provisions for:
- Food safety and establishment regulations
- Consumer product standards
- Health of the built environment and labour accommodations
- Tobacco and pest control
Dubai Municipality will oversee tobacco control and environmental health, while the Dubai Health Authority will handle public health risks, emergencies, and crisis management.
Cooperation Between Sectors
The legislation mandates full cooperation between public and private sectors, including data sharing related to public health. This collaborative approach aims to enhance transparency, coordination, and rapid response during health emergencies.
Implementation Timeline
Law No. (5) of 2025 supersedes any prior conflicting legislation and will take effect 90 days after its publication in the Official Gazette.
