The Real Estate Regulatory Agency (RERA), a subsidiary of the Dubai Land Department (DLD), has launched the ‘Tayseer’ initiative to help property owners manage outstanding service fees through flexible payment plans. The initiative, which offers payment terms of at least six months in coordination with jointly owned property (JOP) management companies, aims to alleviate financial pressures on property owners and promote stability in the real estate sector.
Aligned with Dubai’s ‘Year of the Community,’ the initiative seeks to strengthen community bonds and foster social and economic stability. The “Tayseer” initiative will enable unit owners to settle outstanding service fees while avoiding enforcement actions, provided they commit to the payment plans.
Following a meeting between RERA and JOP management companies, 19 companies have joined the program. These companies have committed to helping owners settle dues while refraining from initiating enforcement actions during the payment plan period. The registration for the initiative will be open for two months, allowing property owners to benefit from this opportunity.
Mohammed Ali Al Badwawi, Acting CEO of RERA at DLD, emphasized the department’s ongoing commitment to supporting Dubai’s real estate sector.
“Dubai Land Department continues to launch impactful initiatives that keep pace with market developments and address the needs of property owners and investors. The ‘Tayseer’ initiative aligns with our vision of delivering proactive, customer-centric services that build trust and balance economic and social priorities,” Al Badwawi said.

The initiative also aims to reduce service fee-related disputes, streamline payment processes, and enhance the efficiency of service fee allocation across real estate projects. It is expected to improve the quality of life for property owners while helping maintain financial stability within Dubai’s real estate sector.
The ‘Tayseer’ initiative is in line with the Dubai Real Estate Sector Strategy 2033, which focuses on developing sustainable payment plans and addressing future challenges. It supports Dubai’s competitiveness and attracts investment by fostering a transparent, trustworthy real estate environment.
RERA encourages property owners to reach out to their management companies to benefit from the program and invites other JOP management companies to join. A list of participating companies is available on the Dubai Land Department’s official website.
