The results of monitoring and inspections of licensing activities in Dubai during 2024 revealed a 20% increase in compliance with regulations, laws, and legislation by licensing service providers compared to the previous year.
These findings highlight the efforts and initiatives of the Roads and Transport Authority (RTA) to improve the business environment, enhance regulatory compliance, and maintain the highest standards of quality and transparency in the licensing sector.
In 2024, the RTA conducted 579,000 inspections and audits of licensing activities and transactions, marking a 20% rise in inspections compared to 2023. Despite the increase in inspections, the number of violations decreased by 3%.

Ahmed Mahboob, CEO of the Licensing Agency at the RTA, commented, “The year 2024 witnessed a significant improvement in the efficiency of monitoring and inspection operations. Field monitoring was intensified, and more precise and targeted inspection mechanisms were adopted, using modern data analysis and violation monitoring technologies. This contributed to improving the accuracy of inspection operations and directing them towards activities most prone to violations. This was in addition to enhancing cooperation with relevant authorities to ensure integrated monitoring efforts, which led to increased compliance levels and improved the efficiency of inspection procedures.”
Mahboob further emphasized that these efforts played a key role in enhancing the operational efficiency of control operations and increasing the number of inspections and audits in 2024. Additionally, the RTA carried out 30 inspection and awareness campaigns in collaboration with nine other entities in the emirate. These campaigns contributed to raising awareness across various sectors, resulting in an increase in compliance among businesses involved in licensing activities.
“The lower rate of violations in 2024 compared to the previous year reflects the Authority’s positive role in raising awareness among establishments operating in various licensing activities and increasing their compliance with the standards and requirements in accordance with the approved laws, regulations, and systems. The Authority is currently working to implement a set of development solutions to address challenges and enhance operational efficiency, within the framework of approved development pillars,” Mahboob ended.
